Szymon Skalski is a PhD Candidate in legal sciences at the Doctoral School of Social Sciences at Jagiellonian University in Krakow and an Affiliated Scholat at the Ostrom Workshop, Indiana University, where he stayed as a Visiting Scholar. His doctoral thesis, “Cyber-attack as a cause of tort liability”, examines how private law can respond when digital incidents trigger physical, economic, or bodily harm, with a focus on cross border cyber operations and critical infrastructure. He lectures in postgraduate studies on law in the business of new technologies at Lazarski University and serves as a Teaching Assistant in private law at Jagiellonian University. He is currently leading a Working Group on Environmental Security and Technological Risk in Conflict at the Ostrom Workshop.
Skalski’s scholarship sits at the intersection of cybersecurity, insurance, and European private law. His publications include work on robo-advisory in the insurance sector, digital vulnerability, and consumer protection in data driven markets, appearing in journals such as The Geneva Papers on Risk & Insurance and Springer publications on remedies to digital vulnerability and human interaction with AI. He is a Fellow of the European Law Institute.
Alongside his academic work, Skalski has extensive practical experience advising on cybersecurity and digital regulation. He has worked as a Senior Associate at EY Law in Warsaw and now works as a Senior Specialist at National Research Institute NASK in Poland. He is also a member of Poland’s CyberLegion and has participated for multiple years in NATO’s Locked Shields exercises as part of the legal team, where he focuses on international cyber defence and the protection of civilian infrastructure and was invited to support the organization of exercises in 2026 by the CCDCOE.
